2008 e-Forum Brings Stakeholders Together for Extended Online Discussion The Global Fund will open its third e-Forum on 14 April to begin discussions that will shape the 2008 Partnership Forum that will be held in December in Dakar, Senegal. Under the theme Listening to the Voices: Stronger and More Effective Partnership for Sustained Impact, discussions will focus on strategies to increase the gender-responsiveness in the Global Fund, measures to better address unmet needs, improvements to the ways in which Global Fund stakeholders work together, and ways to further increase the effectiveness of Global Fund partnerships. Lesotho Joins (RED) Portfolio In early April, Lesotho became the fourth country to receive funds from (PRODUCT) REDTM, joining Rwanda, Swaziland, and Ghana in the Global Fund-(RED) portfolio. (RED) was launched in 2006 by Bono and Bobby Shriver to engage business in the global fight against AIDS in Africa. (PRODUCT)RED has become one of the largest consumer-based income-generating initiatives by the private sector for an international humanitarian cause, raising more than US$ 100 million for the Global Fund to date. Ireland Signs New Partnership Agreement with the Global Fund In early April, Irish Aid signed a new partnership agreement with the Global Fund to confirm the pledge it made at the Global Fund's second replenishment and to further strengthen Ireland's role in the fight against AIDS, TB and malaria. The new agreement provides for a three-year partnership focusing on both global and country action to prevent, treat and care for those infected with and affected by HIV, TB and malaria. Ireland is particularly concerned that the Global Fund meets the needs of the most affected countries and that those most vulnerable to the three diseases including women and children, can access more and better services. The partnership agreement was signed during a meeting in Dublin between Ireland's Minister of State Michael Kitt and Global Fund Executive Director Dr Michel Kazatchkine. Read More
The Global Fund Opens Its Eighth Call for Proposals The Global Fund launched Round 8 on 1 March. In this new round, the Global Fund is encouraging applicants to prepare strong proposals that substantially scale up service delivery to key affected populations and make further contributions to the strengthening of underlying health systems to improve outcomes for HIV, tuberculosis and malaria. The Global Fund also recommends that proposals name both government and non-governmental organizations (NGOs) as co-lead implementers of the subsequent grants. The Round 8 Guidelines and Proposal Forms are available on the Global Fund's website, www.theglobalfund.org. New for Round 8, the Global Fund has created an online “Round 8 Call for Proposals” Forum on www.myglobalfund.org to supplement the information provided directly from the Secretariat. The website provides applicants with the opportunity to benefit from real-time questions and answers and to share lessons learned regarding proposal development. Round 8: Emphasizing Community Systems Strengthening Already, the Global Fund provides support to countries in their efforts to increase the level of services available at the community and local levels. However, it is recognized that, especially for NGOs working at the community level, community systems weaknesses and gaps prevent the ongoing scale-up of locally provided services. In Round 8, the Global Fund is therefore giving greater visibility to work with communities and civil society organizations through its focus on recommending that proposals routinely include community systems strengthening (CSS) activities. The primary focus of providing funding for CSS is to strengthen the service delivery capacity of community based organizations and to build sustainable systems. CSS initiatives are of particular importance to the full range of NGOs that support and/or extend service delivery to, especially, key affected populations, including people who may not be visible to existing service access points due to geographic, social, or other factors. To achieve the planned outcome, CSS initiatives may therefore be required to support the work of a broad range of NGOs, including home-based care organizations; organizations for people living with and/or affected by the diseases; faith-based organizations, women’s organizations, youth organizations, and community centers, and private sector organizations. The Global Fund's Round 8 Guidelines for Proposals include a non-exhaustive reference to areas of work (Annex 3) that may be supported by the Global Fund to improve access to and/or the quality of services, including activities for the funding of CSS. To supplement the information available on CSS, Round 8 also features a "Fact Sheet" on CSS, in which the Global Fund reinforces that funding for CSS activities represents a key opportunity to strengthen the essential work of community based organizations to effectively respond to and mitigate the impact of the three diseases. The poorest of the poor in Nepal are involved in a movement to end silence and stigma about HIV/AIDS. This latest on-line special feature is all about grassroots solutions in the mountainous country. Meet Kamala and Tara, who have both lost husbands to AIDS, contracted while seeking work in neighboring India. Neither of the women lost hope and both now run associations for women living with the disease. Across the country, local, often illiterate people work together to prevent and treat malaria and support each other in the long fight against multi drug-resistant TB. Read More

The Global Fund Welcomes Large Contribution from Japan The Government of Japan recently announced a new contribution to the Global Fund worth more than US$ 184 million. This pushes Japan’s contributions to the Global Fund to more than US$ 846 million since its creation in 2002. Read More
Canada Donates More Than US$ 440 Million to the Global Fund The Government of Canada recently announced that it has allocated CA$ 450 million (some US$ 440 million as of today) in support of the Global Fund for the next three years (2008-2010). The renewed funding commitment, to be administered by the Canadian International Development Agency (CIDA), pushes Canada’s contribution to the Global Fund to more than US$ 873 million.
